Qanun-e-Shahadat Order 1984, was promulgated by the former President of Pakistan General Zia-ul-Haq in 1984, through the order No X of 1984 .
A circuit judge who presides over a court martial is the Qanun-e-Shahadat for the purpose of adjudicating a charge or accusation of an offence against the person of an accused in a court martial proceeding. He has to follow the procedure laid down in the order.

What is Qanun-e-Shahadat? Qanun-e-Shahadat is the most important law for the citizen of Pakistan. It has been enacted under Article 129 of the constitution of Pakistan to safeguard the basic rights of the citizens. It is law of evidence in the Pakistan i.e. it is applicable to any court and it applies to any court in Pakistan. It applies to each and every court in Pakistan. It has a separate order number X, 1984, under which it is enacted. It prescribes the rules and procedure for determining whether the testimony of an accomplice is credible. We present a syllabus of this law, to make it easier to understand and follow.

It is a statutory law enacted by the government of Pakistan in 1984. It is subject to change at the court’s discretion and may be revised or made in accordance with the circumstances prevailing at the time of its revision or reenactment.
Qanun-e-Shahadat applies to all Courts of Pakistan in all proceedings before any Court, Court of Bench, Judicial Commission, Military Tribunal, Special Court, Tribunal or other authority exercising judicial or quasi-judicial powers or functions.

It was prepared by the British Law Commission, to produce a comprehensive and coherent body of legislation on evidence which would be suitable for incorporation into the law of England and Wales.
